Oil export security is a key component of the economic and strategic security of producing countries, particularly Iraq whose economy relies heavily on oil revenues.

Oil export security is a key component of the economic and strategic security of producing countries, particularly Iraq whose economy relies heavily on oil revenues. Although maritime transport across the Arabian Gulf represents the main and most economically efficient option for exporting IraqI crude oil, the high reliance on a single main geographic port poses challenges regarding the flexibility of the export system and its ability to cope with geopolitical, legal and extraordinary risks.

This research discusses the concept of legal and strategic security of Iraq oil export routes from a perspective that goes beyond the technical and engineering dimension, to include the legal and institutional framework, risk management and diversification of export options.

He also analyzes Iraq's experiments in cross-border pipelines, in particular KirkukPanias, IraqSaudi (IPSA) and IraqTurkey (ITP), pointing out that the sustainability of these projects depends not only on technical and economic feasibility, but also on the existence of legal and institutional safeguards capable of protecting national interests.

The research proposes an integrated model of legal protection engineering based on the creation of flexible institutional structures, among them special purpose companies (SPVs), strengthening international arbitration mechanisms, benefiting from guarantees from international institutions such as the International Investment Guarantee Agency (MIGA), as well as adopting modern asset management standards and pipelines.

The research concludes that Iraq does not need to replace shipping, but rather to build a multi-option export system combining economic efficiency, legal protection, and strategic flexibility, enhancing national energy security and maintaining Iraq's position in the regional and international energy system.

On the other hand, oil represents one of the most important elements of the economic and strategic strength of producing countries, as its importance is not only related to the size of reserves or production capacity, but also to the ability of the state to ensure its access to global markets in a stable and secure manner.
