Hadi Al-Amri, the chairman of the Supreme Commission for the Implementation of Article 140 of the Constitution, within two days, directed two official letters to the Iraq Ministry of Commerce regarding the granting of "no objection" to the transfer of food stamps to the areas covered by Article 140, a process that began more than three months ago.

This issue arose after the Ministry of Commerce of Iraq resumed in May the electronic transfer of supply cards between the provinces, which had previously been stopped.

IraqI MP from the people of Karimyan, and KirkukI MP Helo Jabari, IraqI Minister of Commerce, reported the procedure through an official book on 29 June.

"Due to this measure, a large number of citizens of the Arab nation have transferred their ID cards from other regions to areas covered by Article 140, especially Kirkuk".

This procedure requires not only Article 140 offices, which are granted to these citizens to transfer their cards.

In a letter to the Ministry of Commerce dated July 28, 2026, Hadi Al-Amri, Chairman of the Supreme Commission for the Implementation of Article 140 of the Constitution, said that the transfer of the supply card to and from the areas covered by Article 140 "does not fall within the work of the Article 140 Implementation Commission and does not conflict with the controls of the Commission's work, so he has no problem transferring the cards".
