A parliamentary proposal to reorganize the salaries of presidents and special ranks in Iraq

Council of Representatives Legal Committee member Mohammad Jasm Khawaji revealed the preparation of a proposed law aimed at reorganizing and reducing the salaries of the three presidents, special ranks and senior positions, stressing that financial reform should start at the top of the pyramid of power.

Al-Khafaji said in his follow-up speech (Muddha) that the committee relied on the preparation and drafting of the proposal to the provisions of Articles 63, 74 and 82 of the IraqI Constitution, in an attempt to address the inequality in the salary ladder and respond to the continued popular criticism about the lack of fairness in the distribution of income.

He clarified that real reform must start from senior positions, from ministers and private ranks to general managers, before any actions affecting the rights of employees, given that this step could help restore citizens' confidence in the reform process and help the government deal with the financial crisis the country is going through.

He pointed out that addressing the financial crisis does not stop with legislation, but requires stricter control of public money to reduce waste, as well as combating financial corruption, especially in government procurement and bid files.

He added that stimulating and maximizing non-oil revenues are an essential part of the processes needed to reduce the pressures facing public finances.

Regarding the adoption of a 45-day payroll system, Al-Khafaji emphasized Council of Representatives's firm rejection of this proposal, pointing out that current financial difficulties may lead to limited technical delays in some cases, but they will not translate into adoption of a new 45-day payroll schedule.
